Yes, works fine with animation.  

It just projects the image as an illumination map.  It is not as accurate as
hdri, but for example if you use a photo of a sky as your map you will of
course get the blue hue illumination.  However you will have to control it's
colour and illumination intensity with curve objects in the shader to get
the effect you want.

You may want to try a curve object illumination set for input and output and
set the y values as high as 5 or 10 instead of 1 and see the results. Add
curve points and adjust the curve to see the effects as well.
