You question is a little confusing but I'll attempt to answer anyway =) When you install PUR, the anonymous user gets a new role, /public-user-registration-base which allows the anonymous user to see the PUR components such as the login and registration forms.
You should still be able to access the website as an anonymous user. You actually have to restrict pages from the anonymous users if that is what you are trying to achieve.
