It seems like something is amiss. But at this point it is really not clear what is happening. The fact that the paragraph is able to access content from data module on the author instance, but not on the public even though you are sure the content exists on the public would point more in the direction of issue with the way you try to locate such content. Could you post the template or related java model class to pastebin.com or similar service so we can look at it?
