Yes, it is.
We have implemented something like this:
1) Define a package, using Packager Module. In that package you define
(manually) what you need to backup (website, user, dms...)
2) Create a command that run the packaging and save to a configurable
folder. We scan entire packaging workspace and find all packages that
start with "backup-" prefix.
3) Schedule that command.
That's the basic idea.
