- make sure users and pwds are in sync between author and public
- enable extra logging and/or auditing to see that activation actually does 
happen

set log debug on anything in exchangesimple and exchangetransactional packages 
on both author and public instances
beware, that enabling debug level logging will also leave all temp artifacts 
used during activation in the temp folder, so make sure you have enough disk 
space available (depending on the size and amount of activated content)
