Dialogs do not follow the ACL settings. I am not absolutely certain but I think 
this is because of the dialog manager which most likely gets the dialogs in the 
system context.

I certainly would appreciate it, if the dialog would behave more like regular 
config stuff: respect ACLs and allow extending instead of simply referencing
