You can use those pages to get either author or public instance up and running. Once it is running, you can find out what is missing and from that figure out what has actually happened. Most of the time I've seen anything like that it was due to deactivation of some part of config.
The error you get is no filters configured at /server/filters so either that node or whole server node is missing. Your best bet is to export those from author instance and then use the restore script or servlet to reimport it. Ciao.
