There have been some changes to the key pair file location between 4.5.0 and 4.5.x, which might be source of the problems. Other possibility is that key is truncated during transfer (some servers don't like big headers and key is transferred via headers). It would be great if you could enable debugging for info.magnolia.module.exchangesimple and try again to find out more details. In the mean time if you need a workaround (something you should do for production setup anyway) - got to AdminCentral of author instance and copy public key from Tools/Activation and paste it in config:/server/activation/publicKey property on each of your public instances. The reason why I say that you should do that for production setup is hopefully clear - you should pre-establish trust between author and public, rather then rely on automatic exchange of keys between public and first author that tries to contact it after installation.
