Hmm, that actually raises more questions. :( It's strange that ActivationManager doesn't see any subscribers. Can you export your config:/server/activation remove the key value from exported file and then make it somewhere publicly available?
Can you double check your web-inf/lib folder for any old/duplicated versions of libraries or modules?
