If you're using the Transactional Activation module [0] with the Enterprise Edition, content will only be activated if all public instances are available. If activation fails for any public instance, the activation is rolled back for all others. This should guarantee consistency for the content on your public instances. I have no experience with the Simple Activation module in the Community Edition. Nils.
