Hi Michael, I think these issues are tricky also because everyone's network and deployment situation is a bit different...
One thing's for sure: it will be much easier to work with a local setup - it's just easier if you can sit in front of the screen rather than having to mess around over SSH connections... so I think your idea of setting up a local environment for developing and testing is a good idea. That way you can get working faster, and solve the Rackspace-related issues independently.
