Hi Mike, I'm not sure how it works in 4.5, haven't looked there.
For 4.4, you have different "command-catalogues". You can find these, for example, under Config --> /modules/adminInterface/commands/xxx or Config --> /modules/dms/commands/xxx There you will see folders for the different workspaces: website, dms, etc... Under /modules/adminInterface/commands you will see a folder called "default". If you add a command definition to this catalogue, then it will be used by default whenever magnolia can't find a definition of that command configured in a more specific catalogue (like website). So, if you configure a command for "activation" under the "default" catalogue to use workflow, you'll get that workflow in all workspaces, unless there is another "activation" command specifically configured for the workspace in question.
