Thanks both! Jan: I get it, directing to different command catalogs from the "default" activation command solves the problem with custom activation commands together with workflow. Richard: very clever with the shared workflow solution!
Looking through the command trees I realize there will be a fair amount of reconfiguration having to be made. It's not just the activate command that needs to be swapped around, but also deactivate, data:data:deactivateAll, data:data:deleteAll, data:dataType:delete, etc... A lot of work and potential future problems with configuration updates. Before continuing on this path I've made up another simpler solution to my original problem (publish to a 4.4 public instance with only superuser account). If it doesn't work out I'll continue working on the more advanced workflow configuration and command reconfiguration discussed here.
