I don't have any experience with Magnolia on an Oracle database, but 
http://documentation.magnolia-cms.com/administration/certified-stack.html lists 
Oracle 10g Enterprise Edition or higher as a supported database. I'm not sure 
if that also includes 11g Express Edition (XE). I'd contact Magnolia directly
