Hi Roman - magnolia-module-publicuserregistration for the users to register, login, logout - magnolia-module-form to create forms with custom form processors to upload and rate stuff (or you can create custom components with forms which are processed by their model classes) - most likely a clustered repository to store the data which you can access via the author instance's adminCentral (in case you need to support users or maybe "censor" some inappropriate uploads)
It's definitely not beginners stuff.
