You can for sure disable versioning - go to config:/modules/adminInterface/commands/website/activate/version and set enabled=false
As for the exception itself, it seems that rather then being denied the access, the versioned node really doesn't exist. Can you try to preview work item? Can you see the versioned content? It might be that you have created more versions between starting activation of this one and actual publishing then is your version retention threshold (1 for CE, 20 for EE).
