I said "Superuser can do what they like.' True and yet false. With a virgin instance of Magnolia, superuser does indeed have full access. However, here we start by creating a brand new role type called contact-publisher. As this role does not come out of the box, superuser does not have these privileges - and so the activate and deactivate actions are not available.
