Problem solved. Following steps were done: One Magnolia installation for author only and an other one for public only.
On Install page for author select "Run the Web update on the author instance" and delete webapps/magnoliaPublic/ On Install page for public select "Run the Web update on the public instance" and delete webapps/magnoliaPublic/ After successful install delete delete webapps/magnoliaAuthor/ and copy public key from author to public.
