Hi Will, We have the same problem. Funny, our editors also reported this issue this week.
Defining your own ChooseDialogs and their actions is definitately possible, but the availability is simply ignored. I have created a ticket for this issue: https://jira.magnolia-cms.com/browse/MGNLUI-3386 as well as a support ticket asking for it to be solved. Please feel free to add your comments.
