I add my own keys to 'messages_templating_custom_en.properties', but
when I restart tomcat, they go away.

To save the file, I have to chmod & chgrp the file to another user. When
I fire up tomcat, I do it as root, and files go back to being owned by
root.

Do I need to edit the file as root for it to work?

Yes this are i18n message keys

Yes. If no key is found the plain text is displayed
