Matt you have to do 2 different things:

1/ internally configure Magnolia authoring/public to work on port 80 for
activation mechanism. For
this you must:
- start default installation of magnolia
- log as admin into magnoliaAuthor
- update information on /Config/subscribers/SubscriberConfig/001/
properties: address and senderURL

2/ modify Tomcat server.xml to use the port you want.

Following this 2 steps will assure Magnolia is correctly working on the port
you want.
