So I wiil try to keep it simple first.

- I will load all documents below a non-public "/document" web page  I
can do that because the site doesn't need many documents (20).

- I will refer to them in Dialogs using a String Control containing
the document file name.

- I will add the URL path using JSP.

For this scenario it should also be trivial to iterate over the documents and populate a dropdown

- I will use the technique describe here:

where aplicable.

depends on your needs

The DMS has meta data & full text search capabilities and the option to modify meta data definition at run time, plus versioning, security etc. It is really meant to be used as a DMS (i.e. to replace your file server) with the added benefit to be able to query it from the WCM.
