One last question regarding this:  is the folder on the server (where the
authors upload their images) must be "webapp relative"? Or is there a way to
specify a folder elsewhere on disk?

I think this problem will be solved with the multimedia gallery component.
This upload module from FCKeditor gives the author a reusable images
gallery.  They upload images once, and then include them anywhere in their
text.
