Several of us have had the same problem. The issue is that Magnolia RC2 does not delete the cache on the public instance when you activate content. If you delete everything from your cache directory on the public instance and then activate, you should see the newly activated content. Unfortunately, there have been several complaints about this and zero answers from anyone at Magnolia. hint, hint....
