Sorry can't help you there. I did google for (svn: REPORT request failed on '/svn/!svn/vcc/default') though, and got quite a number of hits. From those hits, it looks like that sort of problem is caused by bad communication between client and svn server. This may mean you have better luck on another machine or from another network or at another time of day. I can confirm however that that svn command in a terminal worked for me.
