I think the root of the problem is on not finding a dialog in the cache,
magnolia should go look at the repository. Only report the dialog as
missing if a dig of the config repository doesn't find it. At any rate,
your issue is very similar to this bug report:

I'd recommend you add your comments to the issue.

The answer to your question is 'Yes' ;-) Simultaneously with this
posting I posted a new question under the title "Conceptial problem
with 'Activation'": I discovered that these caching-like problems seem
to disappear when 'activated'. I don't like this way of fixing the
problem, as it seems inconsistent with the concept of 'activation' as
copying from author to public instances; do you agree?
