Hi "Europa" To my knowledge there is no such feature scheduled for Magnolia 3.1. Yes - you are absolutely correct about the tedious process required to "mass activate" bunch of content in a timely fashion. I even posted a question on dev list asking if there is a better way of doing this but so far it has not been answered.
One thing that you can do is to disable versioning command and that will give you a small speed improvement. You could also export content from author instance and import into public instance directly. The problem with this approach though is that on author you will not see "green lights" as this circumvents the activation process... I am currently facing the same challenge (need to initially "mass" activate a lot of content) and so far have not found an easy way to do so...
