I can't see how it might be. The tags kinda expect the infrastructure provided by the magnolia application with in particular its filters. Otherwise a cms:out tage wouldn't know which nodes title was wanted. The filters in the magnolia application set up some state for each request which is then expected and referenced by many of the tags.
