Og, this was actually really easy to fix.  In tomcat/conf/Catalina/ 
localhost/ROOT.xml I needed to have:

<Context path="">
instead of

<Context path="/ROOT">
or
<Context path="/">

I think I FINALLY got it working to the point that I can start to  
import my 2.x content into 3.
