This is what I did :-
1. Patched vanilla kernel [linux-2.6.15.1.tar.bz2] with uml-2.6.15-bs2.patch.bz2
2. "make linux ARCH=um" failed in registers.c
3. Applied patch found at
http://user-mode-linux.sourceforge.net/work/current/2.6/2.6.17-rc4/patches/jmpbuf
4. UML kernel then compiled and ran successfully.

Though you are trying 2.6.16 kernel, the above steps should work I think.
