I used the stage3-x86-2006.0 as the UML file system.
I find that there is no RPM tool, so I did:
#emerge --sync 
then when I did
#emerge update
the result is
Calculating dependencies
emerge: there are no ebuilds to satisfy "update".

Then I tried
#emerge rpm (because I just need the rpm to install some packets)
but the result is:
Calculating dependencies ...done!
>>> emerge (1 of 36) mail-mta/ssmtp-2.61-r2 to /
>>> Downloading http://distfiles.gentoo.org/distfiles/ssmtp_2.61.orig.tar.gz

then it stopped here.

I checked my network it works well, becasue when I did emerge --sync, there 
were no errors reported.

Who Could you do a help tell me how can I make the gentoo UML support rpm?
