ADSL on the host? You are maybe (don't ask me why) being hit by the PMTU issue 
(man iptables and grep for --clamp-mss-to-pmtu will show you the solution).

Then there is the fact that you may be required to use a HTTP proxy. Can you 
download any package via http on the UML? Emerge --sync is not a valid test 
for this, emerge-webrsync is, emerge about any package to be downloaded via 
http is (in fact it is failing to download files for ssmtp).

Gentoo supports rpm, it's just that the network does not always work well.
