HDP: 2.4

<version>0.6.1.2.4</version>
As I earlier worked with falcon 0.8, which was more stable(feed lookup,
instance dependencies, pipeline tags), and had bug fixes over 0.6 version,
so wanted the latest to be incorporated in our HDP cluster.
