I've done encryption, using pretty standard Java routines, in Java 1.4 and 1.5. Using Java 1.6 isn't a requirement for encryption.
Look at javax.crypto.Cipher, javax.crypto.spec.SecretKeySpec, sun.misc.BASE64Decoder, sun.misc.BASE64Encoder (for starters).
