I can confirm this problem with forrest-HEAD:

The same for wholesite.pdf.
The same in forrest-0.8.
Simple HTML and PDF (one page only) work.
I tested the above on the forrest site in FOR-413 (PDF: rendering fails
when graphics too big) which is a slightly modified 'forrest seed'.
The standard 'Forrest seed' fails also (for HEAD version).
My system is Windows-XP,
"Using Java 1.5 from C:\Programme\Java\jre1.6.0_03".
The folder C:\Programme\apache-forrest-HEAD\main\webapp is present and
I do have full r/w access.
The problem isn't present in forrest-0.7 (which we still use actively)
although I did not test for the above project (won't work without
modifications).
Unfortunately I cannot offer a solution.
