Sadly, I think your reaction may have a lot to do with why not everyone
on the planet involved with C and C++ is using it all the time!

The idea of Vesta (at least as I understand its use), is to be a build
and configuration management system that comprises a global database of
project source code and compiled items with local caches storing the
bits you use.  So it's like a grand mix of Maven and Gradle but for C
and C++.

I haven't used it myself, only had a couple of companies use of it
explained (not that well, and a few years ago) to me.  If it had worked
as it was explained to me, then I think everyone working with C and C++
would be using it -- and clearly they are not.  However, that doesn't
mean it doesn't have a whole lot of good ideas that could be poached.
