Ah, okay, I see what your use-case is and why you'd want that
particular restriction.

I think we could add an option for this extension to guacamole.properties
(and the associated Docker environment variable) that would allow these
restrictions to apply to administrative accounts. I would argue that the
current behavior - not restricting admin accounts - should be the default,
but would be fine with making that a configurable option.
