can use 'Web Service Explorer' in Eclipse to publish or find a service?

 I have downloaded the JUDDI3.1.3. Ｉwant to know can I use the 'Web Service 
Explorer' in Eclipse to publish or find a service. I attempts to use it, but 
fail. Anyone can tell me how to use it?
