I'm considering the application started when all our bundles are fully started, all Spring contexts are loaded, and all WAB bundles are initialized.
We have about 20 bundles most of which use Spring DM to start. We also have 3 WAB bundles. Our application feature includes our own version of Spring and Spring DM (not using Karaf's Spring features) so this is the same in all tests. We also did some timings with Felix to see if that would help.
