Which namespace do you use ?
In Karaf, the blueprint descriptor should be in OSGI-INF/blueprint and
using the xmlns http://www.osgi.org/xmlns/blueprint/v1.0.0.
If you use Spring (3.x), the spring beans XML should be in
META-INF/spring and use the corresponding spring namespace.
