Maybe I didn't understand what you do:
1/ where is ActiveMQ installed ? embedded in Karaf by installing the
activemq-broker feature or as standalone ?
2/ to use the jms commands, you have to install the jms feature first
(feature:install jms)
3/ how do you use ActiveMQ ? from a Camel route, from code, .. ?

Also if I try the jms:count command I get an error

Command not found: jms:count
