The contents of second file is considerably smaller. However, a large part
of what is downloaded is already present in system dir. So, why is karaf
still trying to download these?

For ex: org.apache.aries.jmx:* this is already present, but still
downloaded. Same holds good for org.apache.felix.gogo.runtime,
org.apache.karaf.*:*, mina.*

Anybody has any ideas what is going on?
