No, not on the fly. I'd shut down karaf to do it.

I found that in data/cache/bundle0/bundle.id the next bundle id is stored.

Purging the cache might do the trick.
The cache uses the following structure:

data/cache
  bundlex/
    bundle.id
    bundle.lastmodified
    bundle.location
    bundle.startlevel
    bundle.state
    data/
    versionx.x/
