In publication-sitemap.xmap below <map:transform src="xslt/page2xhtml-{4}.xsl">, as Solprovider wrote try:
<map:parameter name="languages"
value="{page-envelope:publication-languages-csv}"/>
That will pass the languages to the XSL.
Then $languages should have the corresponding language in it.
