Went through and made the changes, got it to show up in the menu, and
added the correct entries in usecase-policies.xml. I still had the
menu entry greyed out with a tip of "Access denied". It only worked
after I added the correct entries into the default publication's
usecase-policies.xml. This does not seem like desired behavior to me.
