Rick, Brendan, I am allotted the task to catch up on Windows problems. We have a dedicated build server for Windows, http://win-buildbox.neo4j.org/ which you can follow. Doesn't look good at the moment, but we are on it! A lot of tests are failing, and fixing them will probably fix most of your problem.
