The way I am seeing it now...

verions 0.0.10, 0.0.11 and 0.0.12 are a no touch. 
I could log more jira's for what should be available, 
installable and launchable but I don't want to. 
There are too many.

So what did I do...

I kept my maven at 2.0.8 
I backed down my jre from 1.5.0_14 to 1.5.0_06-b05 
I backed down my eclipse from 3.3.1 to 3.2.2

I reverted my settings.xml and pom.xml to operate env vars.

Now I can visually see earlier revisions of the plugin 
from 0.0.02 - 0.0.12 in the eclipse update interface ? 
How is this?

Did I install 0.0.11 or 0.0.12? No, I installed m2Eclipse 0.0.10 and
received the "The internal default plexus-bootstrap.xml is missing. This is
highly irregular"
error
 from http://jira.codehaus.org/browse/MNGECLIPSE-294 which remains open
since march 2007.

So I backed down to 0.0.09 which happens to be the only previous revision
that has an editable local repository configuration.

re-populated my repo and everything runs now in cmd line and in m2eclipse

I am now back to launching and debugging.

Tim, would you mind sharing your magic combination/configuration with the
user community? Thanks in advance.
