From looking at your configuration details it doesn't seem like
m2eclipse features are enabled in your environment (even so plugins are
there).
You may want to check "Product Configuration" dialog from "Help /
Software Updates / Manage Configuration" and see if m2eclipse features
are shown there and if they have any errors (use "show disabled
features" button on that dialog toolbar). You can also open properties
for each feature to see more details about errors.
