I don't think it is possible right now.
Your best bet is probably to maintain your own update site and make
sure everyone update automatically from there.

We have the Maven enforcer plugin already set-up for command-line use,
requiring users to have 2.0.9. I'm actually somewhat surprised that it
doesn't break in Eclipse, since it is using the embedded 2.1-SNAPSHOT, isn't
it?
