You can look at org.maven.ide.eclipse.update project in m2eclipse
svn at
https://svn.sonatype.org/m2eclipse/trunk/org.maven.ide.eclipse.update
Though it is using site.xml created using PDE editors and also
expects *.feature bundles/projects, I think, either in the same
reactor build or as part of the target platform.
